Workforce reporting for HR leaders: six measures worth defining
Give HR, Finance and operational leaders a consistent view of people, cost and capacity.

Headcount counts people in the agreed population at a specified date. FTE expresses hours against an agreed full-time basis. In a fictional team, eight full-time employees plus four half-time employees equal 12 people and 10 FTE. State whether contractors, casuals and employees on leave are included.
Track movement, absence and leave exposure
Define starters, leavers and turnover consistently, including the reporting period and denominator. Choose an absence measure that suits the business and document its exclusions. Reconcile leave balances before using them to discuss leave exposure and coverage. Avoid treating a metric as proof of individual performance.
Explain overtime and labour cost
Show overtime by relevant team, location or cost centre, with enough context to distinguish volume, rate and roster effects. Define whether total labour cost includes super, allowances, payroll tax, agency costs or other on-costs. Finance should approve these definitions before comparisons reach leadership.
Fictional monthly reporting pack
A concise pack might show 12 headcount, 10 FTE, starters and leavers, overtime hours, annual leave hours and labour cost against budget. Add the reporting date, source systems, definitions, known gaps and reconciliations. Use a separate restricted detail view for authorised investigations.
